Objectives

The primary objective of this tender is to solicit quotations from qualified service providers for security and guarding services at the Overberg District Municipality’s depot in Caledon. The services are required for the period from 01 November to 31 December 2025, ensuring the safety and security of municipal assets, personnel, and premises during this timeframe.

Scope

The scope of work includes:

• Deployment of security guards at specified locations within the depot in Caledon.
• Provision of guards for various shifts, including weekday night patrols, weekend patrols, public holiday coverage, and office closure periods.
• Implementation of 24-hour security coverage during the depot closure from 19 December 2025 to 19 January 2026.
• Operational duties such as patrolling, inspecting premises, controlling access, reporting emergencies, and maintaining logs.
• Ad hoc security services as needed, with pricing reflected per hour.

Technical Requirements

The technical specifications for the security services include:

• Deployment of 2 Grade C security officers for day and night patrols, including specific shifts for weekdays, weekends, and public holidays.
• Security personnel must be in full uniform, equipped with a truncheon, torch, two-way communication device, and ID badge displaying their details.
• All guards must be registered with PSIRA, possess police clearance, and have a minimum Grade C security grading.
• Personnel must be fluent in at least two of the three official Western Cape languages.
• Service providers must ensure personnel are deployed on time, conduct inspections, report emergencies, and maintain logs.
• Provision of 24-hour security during the depot closure period, with appropriate shift arrangements.
• Proof of Public Liability Insurance of at least R5 million must be submitted.

Skills Requirements

The successful service provider and their personnel must demonstrate:

• Experience in providing security services, preferably within local government or similar environments.
• Qualified security officers with certified Grade C security training and police clearance.
• Ability to operate effectively in a multilingual environment, fluent in at least two official Western Cape languages.
• Competence in maintaining logs, conducting patrols, and reporting incidents accurately and promptly.
• Capability to adhere to the specified shifts, respond to emergencies, and perform ad hoc security duties as required.
• Provision of proof of PSIRA registration, relevant experience, and professional conduct.
